The contents of this article are part of technical knowledge gained as part of the activities developed by the group of work formed by the Order of Engineers of Milan (Commission Infrastructure and Transport) and by ACG (Italian Association Gotthard High Capacity Railway Line), in favor of the Regione Lombardia (Directorate General for Infrastructure and Mobility) and of RFI (Italian Railway Network – Investment Department) that they have directly represented the institutional reference point.

The working group guarantees the role of Technical Secretariat a in favor of local institutions and administrations as qualified third party. The existing activities are the continuation of those carried out since 2017.

It is appropriate to highlight that this collaboration, which gave a very satisfactory overall result, produced a constructive collaborative relationship by the 35 Mayors and Provinces involved.

Recently, it was decided to prepare an update report in relation to the interventions on the line, also in anticipation of the entry into operation of the Monte Ceneri Tunnel, expected by December 2020.

Part of the interventions are in implementation of specific legal obligations for safety of the line such as the elimination of level crossings and interventions dedicated to the containment and mitigation of noise.

A second part of the interventions concerns the works expected pending the entry into operation of the Monte Tunnel Ashes. All interventions are also functional to the project AlpTransit which involves the construction of a railway corridor multimodal Genoa-Rotterdam.

The safety work of the director with the elimination of the level crossings and the realization of the road works complementary, as well as interventions aimed at containment noise, are part of specific projects attributable to obligations of Law which are also functional to the program redevelopment of the line in view of the completion of the Monte Ceneri tunnel.

The long RFI level elimination program the director was started with the activation of the interlocutions with all the municipalities interested in the line; currently they are addressing the problems of the Municipalities of Seregno and Desio, in whose territories fall two of the three remaining level crossings to be removed; the interlocutions with the Municipalities are several times also to the sharing of the substitute works to the elimination of the same level crossings.

The third level crossing to be removed is located in the municipality of Carimate, for which it was signed the Convention governing its suppression and the approval process for the related interventions has already started.

With regard to all planned activities concerning the noise containment, a slowdown can be observed across the entire route of the interventions due, in addition to the critical period which we are going through, even when approving the interventions concerned – included in the containment and killing plan of RFI noise by the Unified State Conference Autonomous Regions-Provinces – pending the Decree implementing the Ministry of the Environment and Land and Sea Protection.

In Italy, the main interventions most directly affected upon entry into operation of the Monte Ceneri Tunnel they concern the adjustment of the “limit shape” and the spacing trains to increase the capacity of the line.

Specifically, technological upgrading works are underway and infrastructure for around 500 million Euros along the three cross border crossings of Luino, Chiasso and Domodossola, between whose adjustments to allow the transit of loads up to 4 m, the adaptation of the track module to the European standard of 750 m and the installation of latest generation technologies for increase the capacity of freight and passenger traffic.

With the completion of the route to Rotterdam it will be possible obtain a single almost completely flat railway line, able to accommodate freight trains from total weight of 2,000 t.

When the work is completed, the ability to freight traffic will be 390 trains per day compared to 285 today, of which 170 at the Chiasso pass, 90 at the Luino pass and 130 at that of Domodossola.

Always taking into account the available documentation, the Switzerland, in its trade, within the next five years, plans an increase in the number of travelers at its busiest stop South of 165% and goods in transit of 227%.

For transportation on iron, the Swiss government has already allocated 11 billion euros to strengthen the logistics network.
